Site selectors, investors, and founders increasingly research regions through AI-assisted workflows. This paper introduces the visibility gap, the mismatch between a region's actual capability and its AI-assisted representation, and proposes a six-flywheel operating model, a post-AI economic development scorecard, and an Open Proofs Compact, with Seattle as a structured pilot.
